Throughout your study of the HLT51020 – Diploma of Emergency Health Care (formerly HLT51015 – Diploma of Paramedical Science) you will learn the important skill of managing mass casualty major incidents.

This unit of competency describes the skills and knowledge required to manage the scene of a major incident as the first arriving resource and then participate in the management and coordination following the arrival of further resources.

This unit applies to pre-hospital and out-of-hospital health care workers.

Elements and Performance Criteria for HLTOUT009:

Assessment Requirements for HLTOUT009 – Manage the Scene of  a Major Incident:

Evidence of the ability to complete tasks outlined in elements and performance criteria of this unit in the context of the job role.

There must be evidence that the candidate has:

• performed triage sieve with tags in accordance with organisational policies and procedures for 10 casualties of varying conditions and severity of injury
• used communication equipment to provide SITREPs at regular intervals until completion of incident and in accordance with organisational policies and procedures
• debriefed at completion of incident in accordance with organisational policies and procedures.

• key features of major incident response plans
• organisational documents used when managing major incidents
• operational functions and use of communications equipment required to manage a major incident
• standardised process for SITREPs and the use of ETHANE mnemonic
• personal protective equipment for major incident management including tabards
• key roles of major incident management personnel, including:

• • Initial Commander
  • Initial Triage Officer or Clinician
  • Primary Triage Officer
  • Forward Commander
  • Medical Commander
  • Secondary Triage Officer
  • Casualty Clearing Officer
  • Parking Officer
  • Loading Officer
  • Scene Commander
  • Incident Commander
  • Ambulance Commander

• incident severity levels:

• • Level 1 incident
  • Level 2 incident
  • Level 3 incident
  • Level 4 incident

• process and protocol for declaration of a major incident
• triage sieve processes
• triage SORT processes
• organisational policies and procedures in relation to major incident management
• legislation and industrial guidelines in relation to major incident management
• processes for scene assessment, hazard identification and risk mitigation
• working knowledge of the role of other emergency services personnel
• signs and indications of:

• • terrorism
  • hazardous materials (HAZMAT)
  • chemical, biological, radiological or nuclear material (CBRN)

• basic life support for applying life-saving treatment:

• • basic airway management
  • major haemorrhage control.

Assessment Conditions for HLTOUT009 – Manage the Scene of  a Major Incident:

Skills must be demonstrated in simulated or desk-top environment.

Assessment must ensure access to:

• triage tags
• major incident response plan action cards
• organisational documents.

Assessors must satisfy the Standards for Registered Training Organisations’ requirements for assessors.
